I think its bad for any relationship if one partner always feels like "the heavy", rightfully or otherwise.  He does seem rather bossy, though...it almost sounds as if he has real issues about people keeping to schedules.  If he's like that, and she's really more free spirited, they're going to need to find a way to do a lot of compromising and it won't be easy.
